Title 28, Code of Federal Regulations (CFR), Section 16.34.

ATTENTION ARMED GUARDS

2016 REFRESHER TRAINING IS REQUIRED BEFORE THE

DECEMBER 31, 2016 DEADLINE

It is that time of year again for those of you who have not yet completed your armed refresher training for the calendar year.  Armed guards must complete the eight hour firearms-safety refresher training each calendar year after their initial 16 hours of armed training.  Do not wait until the end of the year, call your employer and schedule your training now.  With the Christmas holidays fast approaching you do not want to get caught in the rush at the end of the year.  The security guard agency that employs you should be tracking your armed training as well and should contact you, but do not wait, get with your agency to schedule your training before the end of the year.

The refresher training must take place in the state of Arizona by a DPS Licensing Unit certified firearms instructor by December 31, 2016 to be credited for the 2016 calendar year.   Eight hours of refresher training received in January of 2017 will not suffice for 2016 training.

Failure to comply with these guidelines will result in the security guard’s armed registration being suspended.  A reinstatement fee of $25.00 and 16 hours of firearms-safety instruction training will be required to reverse the suspension.  In addition, these armed security guards shall not work armed posts until the suspension is lifted.  If a suspended guard is found working, the guard as well as the agency will face disciplinary action.

Security Guard Agencies:  If you have completed Armed Security Guard Refresher Training Verification forms and have not yet turned them in to DPS for your armed guards, turn them in now.  Please do not wait until you and your security guards get suspension letters in February.

SECURITY GUARD APPLICATIONS

Only submit the new, single page, security guard registration application.

Older out-dated security guard applications will be rejected.

 

The unarmed and armed training verification forms have been added to the application, as Parts C and D.

Please download these instructions to assist you to complete the new application.

The single page application now has 4 parts. Security guard agencies complete Part A, which is the agency information. The applicant completes Part B, which is the employee information.  The unarmed trainer and the hiring agency's qualifying party/resident manager completes Part C - unarmed training verification.  The armed instructor and the hiring agency's qualifying party/resident manager completes Part D  -  armed training verification. The last line of the application is used by the DPS Licensing Unit.

 

There is also a new 8-hour armed refresher verification form for firearm-safety instructors.

Use this form is to verify that  existing armed guards and have completed the required yearly 8-hour armed refresher training.

 

 

Submission of older and outdated applications will be rejected.

Pursuant to Arizona Revised Statute §32-2632D, armed security guard agencies are required to submit monthly armed rosters to the Arizona Department of Public Safety’s Licensing Unit.  Effective July 1, 2013 the Licensing Investigations Unit has taken over the responsibility of collecting these monthly reports.  In addition, they have created a single use form that will capture all required information and will eliminate the need to use the three separate forms that have been required up until now. A copy of the new form is now available online on the Licensing website as well as instructions on how to complete the form.  Please discontinue using any other versions of the roster.  The new form should make reporting a whole lot easier. Please call the Licensing Investigations Unit if you have any questions regarding the new form or reporting procedures.  


  Complaint Form

Complaints against security guards, private investigators or their agencies must be submitted in writing as stated on Arizona Revised Statute §32-2456(E) and §32-2639(E). and Arizona Administrative Code R13-2-404 and R13-6-404. Please use this form to file a complaint. The complaint form needs to be printed, filled out and faxed or mailed to the Licensing Investigations Unit.

Overview

The Licensing Unit operates under authority of the State of Arizona Security Guards law, Arizona Revised Statute §32-2601 through §32-2642 and Private Investigators law, Arizona Revised Statute §32-2401 through §32-2461 and Arizona Administrative Rules Title 13, Chapter 2 and Chapter 6.

The Licensing Unit regulates security guards, security guard agencies, private investigators and private investigative agencies. Additionally, the unit accepts complaints from the public and enforces statutory laws and administrative rules pertaining to those entities.
